LANSING, Mich. — The Tri-County Regional Planning Commission (Tri-County) announced that development of the region’s next Transportation Improvement Program (TIP) for fiscal years 2026-2029 has begun. The TIP is the region’s short-range capital improvement program for roads, bicycle and pedestrian pathways, public transit services, and other transportation enhancements planned in Clinton, Eaton, and Ingham counties over the next four years.
Once completed in mid-2025, the TIP will contain a listing of all federally funded and other regionally significant projects planned from October 1, 2025 through September 30, 2029, as well as a financial plan, analyses of potential impacts of projects on the environment, and background on the transportation planning process, including state and federal regulations. The program is projected to invest nearly $50 million into the region’s transportation infrastructure and services.
“We recognize how important the quality of transportation options and infrastructure are to our communities’ people and businesses,” said Executive Director Jim Snell. “It’s our job as the region’s Metropolitan Planning Organization to work with governmental partners to plan projects and secure funding that will improve our roads and bridges, make traveling safer and more efficient, enhance the connectivity of our public transit systems, and increase access to nonmotorized amenities for all users.”
As the Metropolitan Planning Organization for the Greater Lansing region since 1973, Tri-County channels all federal funding for transportation projects into local communities throughout Clinton, Eaton, and Ingham counties through the TIP. This program is developed through a cooperative, continuous, and comprehensive process and is fiscally constrained, which means only projects with confirmed funding will be included. Selected projects ultimately help meet the goals of Tri-County’s long-range vision for the region’s transportation system – the Metropolitan Transportation Plan titled Moving-Mid-Michigan.
A call for projects has been issued to the region’s eligible local and state government agencies, which include area road departments and public transit providers, among others responsible for implementing transportation projects in their respective communities. The deadline for local agencies to submit suggested projects to Tri-County is September 20, 2024. The public is encouraged to contact their appropriate local agency to discuss or recommend potential projects for consideration in the TIP. Following the call for projects, the public will be given the opportunity to comment on the proposed TIP projects in November. Projects will be prioritized based on available funding resources, scoring results, and community input.
