The Tri-County Regional Planning Commission (Tri-County), on behalf of the Mid-Michigan Regional Lime Calciner Committee, is seeking proposals from professional engineering firms to conduct a Mid-Michigan Lime Calciner Feasibility Study. There are 10 entities involved in the project. The study shall evaluate the feasibility of each entity’s participation in a regional calciner (also known as a lime kiln). The participating entities are:

Marion-Howell-Oceola-Genoa Sewer & Water Utilities

The regional nature of this project makes it necessary to have a detailed analysis of the residual from each entity and a determination if the residuals can be appropriately blended to provide a high-quality lime from the calcining process. Additionally, a completed feasibility study will identify the best type of lime kiln for mid-Michigan, determine potential site locations and transportation options, complete a financial analysis and identify options for ownership, and conduct an environmental and economic analysis of the facility.
Interested candidates’ submissions should include a concise statement of the consultant's approach to the project and a summary of the consultant's ability to provide the required services.

All questions pertaining to this RFP must be submitted electronically to lschnoebelen@mitcrpc.org by Friday, April 12, 2024 (COB). All submitted queries and formal responses will be shared publicly and made available on Tri-County's website on Friday, April 19, 2024. No verbal requests for information or contact with Tri-County, its staff, or selection committee members will be accepted, and may result in disqualification.

This RFP is not an offer to contract. Issuance of this RFP and the receipt of responses by Tri-County do not commit Tri-County to award a contract to any vendor.
