Request for Proposals: East Lansing/Clinton Freeway Access Study

The Tri-County Regional Planning Commission (Tri-County), the designated Metropolitan Planning Organization (MPO) for the Lansing/East Lansing Metropolitan Area in Michigan,  is seeking responses from qualified consultants to analyze alternatives for improving access to the northern East Lansing/southern Clinton County area as well as the surrounding local road and freeway systems.


Tri-County will team up with Clinton County, the cities of East Lansing and Dewitt, Bath Township, Dewitt Township, the Clinton County Road Commission, the Michigan Department of Transportation (MDOT), and other partners to support this study.

 

Rapid growth and development in this part of the region in general have now made it an important time to consider how to best provide improved access to the area. The study will examine current transportation needs and changing travel patterns including road connections and access, traffic operations and safety, bike and pedestrian circulation, and transit service. The study will use an iterative process and extensive feedback from the public to evaluate different access alternatives, leading to a set of preferred projects and an accompanying implementation and action plan. All questions regarding this RFP from firms interested in submitting a proposal must be emailed to info@mitcrpc.org by September 20, 2024, at 4:00 p.m. ET. All submitted queries and formal responses will be shared publicly and made available on Tri-County's website on September 27, 2024. No verbal requests for information or contact with Tri-County, its staff, or selection committee members will be accepted, and may result in disqualification.


All proposals must be received in the required format by October 11, 2024, at 12:00 p.m. EST. Late proposals will be disqualified. Submit your proposal by emailing it to info@mitcrpc.org.

This RFP is not an offer to contract. Issuance of this RFP and the receipt of responses by Tri-County do not commit Tri-County to award a contract to any vendor.
