Public Notice: Transportation Improvement Program Technical Meeting for Project Selection

In support of the development of the Transportation Improvement Program (TIP) for fiscal years 2023-2026, the Tri-County Regional Planning Commission (Tri-County) is facilitating the selection of transportation projects with the region’s local agencies on November 9, 2021, at 10:30 a.m. at the Delta Township District Library (5130 Davenport Dr, Lansing, MI 48917; Elmwood Room).


Projects submitted by local agencies through Tri-County’s Call for Projects process have been included in the FY 2023-2026 TIP Candidate Project List. Projects were reviewed to ensure they are on federally eligible roads (in some cases limits were changed or a project was noted to need national functional class reclassification), would have eligible activities, and align with the federally mandated Transportation Performance Measures (TPM) and the region’s Metropolitan Transportation Plan (MTP).


Funding from Congestion Mitigation & Air Quality (CMAQ), National Highway Performance Program (NHPP), Surface Transportation Program (STP) – including Rural Task Force 6 (STL) and Small Urban (STUL), Highway Improvement Program (HIP), and Transportation Alternatives Program (TAP) sources will be awarded to projects for all four years of the TIP.


Eligible and applicable projects were scored using the approved scoring criteria outlined in the TIP Project Application Guidance. As detailed in this document, scoring categories with determined point vales were selected to correlate to TPM and the goals of the MTP. Project scores are one tool used to help the project selection committee select projects and are provided to members of the Capital Area Regional Transportation Study (CARTS) technical committee to help inform project prioritization.


The FY 2023-2026 TIP will be developed according to the schedule below:

Dates may be subject to change; refer to the TIP webpage for the most updated development schedule, including additional milestones and public involvement opportunities.


Some projects will need to submit additional, required data/grant applications administrated by the Michigan Department of Transportation to determine project eligibility. They are:

· Congestion Mitigation & Air Quality Projects

· Transportation Alternatives Program Projects

· Rural Task Force/Transportation Economic Fund – Category D Projects
